360 Degree Development is an attempt to engage with public and private sector to drive the economy, to create an environment where confidence is restored. The second phase is to drive development from the bottom-up - a basis for a proven, cluster approach.
The target audience is the Micro business, those with export potential, the retail sector, those in startup mode and those private and public entities who would benefit from market relevant training.
While exports continue to survive and grow, there is some ambiguity. Exports exist due to demand in client countries, rather than any domestic activity.
The fundamentals of 360 are in place and development can continue, albeit at a much slower place.
